Plot: Lex Luthor begins to take advantage of the people and make misery by launching a plan to gain power. Soon after that, we find that he used propaganda and his personal grudge against Superman to try to defeat him.

These plots seem to work, the criminals from all over and also a former superhero fooled, who now joined against Superman / Batman. In response to this then Batman came to the aide of Superman and Luthor found hidden agendas.

Superman / Batman: Public Enemies is clear evidence that “less is more”, and although not reaching extraordinary heights of Justice League: The New Frontier, it is interesting to view the most popular characters from DC Comics.
